Background
Since the 18th National Congress of the Communist Party of China, China has established a strategy strengthening the state by the Internet, accelerating the construction of Digital China, and enhancing the booming of information economy. The Internet has become an important driving force for the development of the State. As a product of the deep integration of the new generation of information technology and manufacturing industry, Industrial Internet has increasingly become the key support of the new industrial revolution and the cornerstone of the important opportunity for deepening the “Internet + advanced manufacturing industry”. It has created a comprehensive, deep and revolutionary influences for the future industrial development. In order to cope with the security situation of industrial control in the new era and improve the security protection level of industrial enterprises, the Ministry of Industry and Information Technology has issued a series of policy documents like the Guidelines for Information Security Protection of Industrial Control Systems and the Information Security Action Plan for Industrial Control Systems(2018 to 2020). The newly-released standard, i.e. Hierarchy Protection 2.0 standard is refined, classified and enhanced on the basis of the original standard.
Status Quo
With the continuous advancement of intelligent manufacturing 2025 and Internet + construction process, the industrial equipment intelligence, the two-network deep integration of enterprises, the industrial control networks are more complex, the industrial control network boundaries are extended, and network security risks are increasing. In addition to the information security risks of the traditional industrial control system itself, the security risks such as the Internet, cloud platforms, Internet of Things, and internal office networks all bring many problems to enterprise network security and business security, as shown in the following figure:

Enterprises need to establish an industrial Internet security protection system with active defense and comprehensive prevention urgently to cope with network security threats.
